USPS Won't Sort Our Mail: Options for Student Housing Communities

Short answer: when the Postal Service leaves a bundle of mail at the front office instead of delivering to individual boxes, sorting it becomes the property's job. Student housing communities have four options: ask the local Post Office what it would take to get delivery into individual boxes, keep sorting in-house with a tighter process, add help for the busiest months, or bring in a mail delivery partner.

What student housing teams tell us

Property managers and housing departments describe the problem in almost the same words:

  • USPS won't sort the mail. It drops everything at the front office and doesn't deliver to the onsite mailboxes.
  • Some campuses have no student mailboxes, so all mail goes to the housing office, where it clutters the space and students rarely come to pick it up.
  • Teams hand-sort every day, but leasing comes first, and the mail starts to accumulate.
  • The crunch is worst from August through October, right when budgets for next year are being set.

Why USPS drops the mail at the office

Your local Post Office decides how your property receives mail. Under the USPS Postal Operations Manual section 631 (reviewed October 2026), centralized delivery is the preferred mode for new residential developments, and single-point delivery, where the carrier leaves mail at one location for the property to distribute, requires an exception approved by the postmaster or district. Mail tends to land at the office for one of these reasons:

  • A single-point arrangement. The property or campus has an arrangement on file to receive mail at one location.
  • Mailboxes the Post Office won't serve. Under POM section 632, receptacles must carry the same addresses as the dwellings they serve, and the local postal manager approves mailbox sites and equipment.
  • No individual mailboxes. Without a box for each resident, there is nowhere for the carrier to sort to.

Option 1: ask the Post Office about delivery to individual boxes

Call your local postmaster or USPS growth manager. Ask what delivery mode is on file for your address and what equipment and addressing they would need to deliver to individual boxes. Plan for the cost: under POM section 632, the property buys, installs and maintains its mail receptacles. Since a revision published in Postal Bulletin 22492 (April 2018), centralized delivery has been the preferred mode for new developments, and under POM section 632.622, new and remodeled apartment buildings using USPS-approved 4C mailboxes need at least one parcel locker for every five mail compartments. This option fixes the sort, but not rosters, turnover or packages.

Option 2: keep sorting in-house, with a process

If your team keeps the mail, give it structure:

  • A fixed daily sort time, including Saturdays, when USPS also delivers
  • A current roster matched to mailbox or pickup assignments before move-in
  • One address format, shared with residents and the parents who ship to them
  • A written rule for mail addressed to former residents and mail that can't be matched
  • Resident notifications and a clear pickup window

The trade-off is time. Sorting competes with leasing and move-in in exactly the weeks both peak.

Option 3: add help for peak months

Some teams only need help from August through October. If you go this way, train temporary help before move-in, give them the same written process as Option 2 and decide who covers mail once they leave. Our move-in mail and package surge plan covers the weeks that need the most planning.

Option 4: bring in a Mail Delivery Management partner

Mail Delivery Management from Postal Solutions gives student housing communities one partner accountable for getting resident mail to the right resident. It includes daily mail Monday through Saturday, sorting, resident notifications, resident pickup, undeliverables, package exceptions and 24/7 live phone support. It covers packages from all carriers too, not only letter mail. Mail Delivery Management is available outside California, New Hampshire and New York City, and Postal Solutions is based in Orlando, FL.

Frequently asked questions

USPS won't sort our mail, they just drop it off. Is that allowed?

It can be. Your local Post Office decides the mode of delivery. Under the USPS Postal Operations Manual, single-point delivery, where the carrier leaves mail at one location for the property to distribute, requires an exception approved by the postmaster or district. Ask your Post Office what is on file for your property.

How do we get USPS to deliver to our mailboxes?

Ask your local postmaster or USPS growth manager what equipment and addressing they need. Under POM section 632, the property buys, installs and maintains its mail receptacles, and they must carry the same addresses as the dwellings they serve.

Yes. Mail Delivery Management from Postal Solutions includes daily mail Monday through Saturday, sorting, resident notifications, resident pickup, undeliverables and package exceptions, with 24/7 live phone support.

Does that cover packages too, or just mail?

Both. Mail Delivery Management covers resident mail and packages from all carriers.
