Student housing mail delivery
Should Student Housing Outsource Mailroom and Mail Delivery or Keep It In-House?
Short answer: keep it in-house if your volume is modest, your team is stable and mail already works the same way every year. Bring in a partner when mail eats into leasing and resident service time, quality slips every August, or each property in your portfolio does it differently. Either way, the deciding question is the same: who is accountable when a resident's mail goes missing?
What in-house mail really costs
The cost of an in-house mailroom rarely shows up as a line item. It shows up as front desk hours, and those hours are most expensive in student housing at exactly the wrong time of year:
- The calendar works against you. J Turner Research reported in August 2024 that its data shows September work-order volume consistently running more than three times the level of calmer months. Mail volume and roster changes peak in the same weeks.
- Packages add to the load. Operators quoted in a January 2024 Mann Report piece estimated that student properties receive 30% to 50% more packages than market-rate communities.
- Knowledge walks out the door. When the person who knows the mail process leaves, the process often leaves with them, and the next August starts from scratch.
- Mistakes are reputational. Lost financial aid letters, bank cards or tax forms become resident complaints, parent calls and online reviews.
When keeping it in-house makes sense
- The property is small enough that mail is a short daily task, even at move-in
- The team is stable year over year, and the process is written down
- Carrier delivery goes straight to well-assigned resident boxes and problems are rare
- Resident feedback about mail is consistently good
When a partner makes sense
- Mail and package work crowds out leasing and resident service in peak season
- Rosters and mailbox assignments regularly fall behind the new lease term
- Former-resident and unmatched mail has no consistent process
- A regional manager wants every property doing mail the same way
- Ownership wants a single party accountable for the outcome
Consider a hybrid
It is not all or nothing. Many communities keep the resident relationship with their own team and bring in a partner to oversee the process: rosters, assignments, standards and the move-in and move-out plan. Scope varies by partner, so agree up front exactly which parts of mail and package delivery the partner covers.
What does not change either way
Postal Service rules stay the same no matter who oversees mail. Under the USPS Postal Operations Manual, section 632 (reviewed October 2026), the customer is responsible for purchasing, installing and maintaining mail receptacles, and the local postal manager approves mailbox sites and equipment type. The property's responsibility for its mailboxes does not transfer to a vendor.
Questions to ask any mail delivery partner
- Exactly what is in scope: letter mail, flats, packages, former-resident mail, move-out?
- Who is accountable when something goes wrong, and how is it resolved?
- How does the program keep up with roster changes at move-in and mid-year transfers?
- How will you work with our local Post Office?
- What will our property team still be responsible for?
- Does the package side work with the lockers we already have?

Frequently asked questions
Is outsourcing mail delivery only for large student housing properties?
No. Size matters less than whether mail regularly crowds out leasing and resident service, and whether the process holds up through turnover.
Does an outsourced mail program include packages?
It depends on the partner, so ask exactly what is in scope. Postal Solutions' Mail Delivery Management covers resident mail and packages from all carriers for student housing.
Does outsourcing transfer responsibility for our mailboxes?
No. Under the USPS Postal Operations Manual, section 632, the property remains responsible for purchasing, installing and maintaining its mail receptacles.
What is the biggest hidden cost of in-house mail in student housing?
Front desk time in August and September, when move-in, unit turns and peak mail and package volume land in the same weeks.
What should we ask a mail delivery partner first?
Ask exactly what is in scope and who is accountable when a resident's mail goes missing.
