Student housing mail delivery
What Is Mail Delivery Management for Student Housing?
Short answer: mail delivery management for student housing is the process of making sure resident mail and packages reach the right resident at a property where leases are by the bed, rosters change almost all at once each year, and many residents are managing their own mail for the first time. A mail delivery management program puts one accountable party over that process, so it does not depend on whoever happens to be at the front desk that week.
What mail delivery management covers
Package programs get most of the attention, but letter mail carries the items residents and parents care about most: bank cards, tax forms, jury notices, financial aid letters, checks and government documents. A student housing mail program typically accounts for:
- Rosters and mailbox assignments. Matching the current lease term to mailbox assignments before move-in, and updating them when residents transfer units or leave mid-year.
- Addressing. Giving residents and parents the exact address format the property and the local Post Office expect, including unit and, where used, bedroom detail.
- Distribution. Getting mail and packages that arrive at the property to the correct resident, especially in the weeks when volume and roster changes peak together.
- Former-resident and unmatched mail. A consistent, documented process for mail addressed to people who no longer live there.
- Move-out. Prompting residents to file a USPS change of address before they leave.
- Post Office coordination. Working with the local postal manager on receptacle, address and delivery questions.
Postal Solutions' Mail Delivery Management includes a managed daily mail program Monday through Saturday, resident notifications, resident pickup, undeliverables, package exceptions for all carriers and 24/7 live phone support. See the Mail Delivery Management service page.
Who it is for
The buyer is not the student. Mail delivery management is a decision for the people accountable for the property: community managers whose teams lose hours to sorting and mail questions, regional managers who want the same process at every property in a portfolio, and owner/operators who want fewer resident complaints and a clear line of accountability. Postal Solutions offers Mail Delivery Management primarily for student housing communities, both purpose-built off-campus properties and other student-focused apartments.
Why student housing is different
- By-the-bed leases. Several unrelated residents share one unit address. Mail that carries a name but an incomplete address is easy to misdirect.
- Concentrated turnover. Most of the roster changes in one window. J Turner Research reported in August 2024 that its data shows September work orders consistently running more than three times the volume of calmer months, a sign of how hard the start of term loads a property team.
- Heavy delivery volume. Operators quoted in a January 2024 Mann Report piece estimated that student properties receive 30% to 50% more packages than market-rate communities. The same people who manage packages are often the ones sorting mail.
- Full buildings. Yardi Matrix's October 2026 National Student Housing Report put preliminary September 2026 student housing occupancy at 94.5%.
How it differs from on-site package management
The two are related, and the main difference is who each one is for:
- Mail Delivery Management covers resident mail and packages from all carriers and is designed primarily for student housing.
- On-Site Package Management is available to every class of apartment community, student and conventional multifamily, and it works with any locker system. See package management for apartments with lockers.
If you manage student housing, start with Mail Delivery Management. If your portfolio includes conventional multifamily, On-Site Package Management is available to every apartment class.
What the property still owns
A mail program does not change Postal Service rules. Under the USPS Postal Operations Manual, section 632 (reviewed October 2026), the customer is responsible for purchasing, installing and maintaining mail receptacles, and the local postal manager approves mailbox sites and equipment. Centralized receptacles must carry the same addresses as the dwellings they serve. Those responsibilities stay with the owner.
Signs your property needs a mail plan
- Front desk time in August and September goes to sorting and "where is my mail" questions instead of leasing and resident service
- Mail for former residents piles up with no consistent process
- Each property in your portfolio does mail differently
- Resident reviews mention lost or late mail

Frequently asked questions
Is mail delivery management the same as a mailroom?
Not exactly. A mailroom is a space. Mail delivery management is the process and accountability behind getting resident mail to the right person, whether a property uses wall-mounted boxes, cluster box units or a mailroom.
Does mail delivery management include packages?
Yes. Postal Solutions' Mail Delivery Management covers resident mail and packages from all carriers for student housing communities. On-Site Package Management is available to every apartment class, student and conventional multifamily, and works with any locker system.
Is Mail Delivery Management available for conventional apartments?
It is designed primarily for student housing. Conventional multifamily communities are usually a better fit for On-Site Package Management, which is available to every apartment class.
Who is responsible for the mailboxes themselves?
The property. The USPS Postal Operations Manual, section 632, makes the customer responsible for purchasing, installing and maintaining approved mail receptacles.
Who should evaluate a mail delivery management program?
Community managers, regional managers and owner/operators, since they carry the resident experience and the accountability for the property.
